Secretary of State Marco Rubio characterized the targeted institutions as "redundant in their scope, mismanaged, unnecessary, wasteful, poorly run, captured by the interests of actors advancing their own agendas contrary to our own, or a threat to our nation's sovereignty, freedoms, and general prosperity." The order lists 66 groups including UN Women, UN organizations focused on women's rights, family planning, maternal and child health, preventing sexual violence in conflict, an apolitical counterterrorism forum, and the world's oldest climate treaty. Critics call the move politically driven and harmful to gender equality and climate efforts.
