When civilian banks, logistics platforms, and payment processors share physical data center infrastructure with military AI systems, those facilities become legitimate military targets under international humanitarian law - and the civilian services housed inside lose their legal protection.
Members of Musk's private security team were deputized as federal agents last year, allowing them to carry firearms in certain federal buildings, despite some of the guards failing to meet what the Marshals Service considered to be the basic requirements to be deputized as federal law enforcement.

The proposed rule establishes broad principles to guide the determination of whether state-level stablecoin regulatory regimes are 'substantially similar' to the federal framework, allowing smaller issuers to remain under state supervision.
