A 34-year-old transient was shot Wednesday night in East Oakland while he was collecting cans, authorities said. The man was in stable condition at a hospital Thursday, where he was being treated for a gunshot wound to his leg. The shooting happened about 8:10 p.m. Wednesday in the 1800 block of 73rd Avenue, not far from International Boulevard. The man told police he was collecting cans in the area to earn some money when he heard a loud noise and realized he had been shot.
Several factors affect the likelihood of bystander intervention. Situational awareness helps bystanders identify problematic behaviour quickly, so they're ready to intervene. Feeling responsible for others makes people more likely to step in and help. Moral courage and trusting your intuition are important factors in the decision to intervene.

Yesenia Campos was only a few months into volunteering with the network when she was detained by ICE on Oct. 30 while observing agents in San Jose. Campos said she was collecting contact information for people being detained so their families could be notified when an agent ordered her to step back. When she did not move quickly enough, she said, the agent detained her. Other volunteers were present and documented the encounter.
Speaking at a press conference at OPD headquarters Tuesday morning, Beere said additional officers will be stationed around Lake Merritt, the Uptown and downtown commercial corridor along Broadway, and the 18th Street and Telegraph Avenue area.
