The expansion of automatic license plate readers as a source of deep concern is evident as government authorities seek ways to target immigrant and transgender communities.

Sheryl Davis is accused of steering millions of dollars to Collective Impact, a San Francisco-based nonprofit she previously ran as executive director, according to a criminal complaint filed Monday by the San Francisco District Attorney's Office.

Davis allegedly directed more than $4.5 million to Collective Impact from the Dream Keeper Initiative, a city program that distributes arts and culture grants to the Black community, the DA said.

"Caltrain and BART would very likely be looking at shutting down passenger service," Deputy Director of Policy Development Melissa Jones said. "In that case, the agencies would be focused on maintenance, trying to secure our assets, keep everything safe while we regroup for the future."

"All of these different ingredients need to be baked into the Clipper cake," said spokesman John Goodwin with the MTC, speaking to KGO. "It's a really, really complicated recipe."

The incident occurred around 7:45 am Friday on the 600 block of Jackson Street, near Beckett Street, when a 76-year-old driver crashed into New Lun Ting Cafe while attempting to park.

A 34-year-old transient was shot Wednesday night in East Oakland while he was collecting cans, authorities said. The man was in stable condition at a hospital Thursday, where he was being treated for a gunshot wound to his leg. The shooting happened about 8:10 p.m. Wednesday in the 1800 block of 73rd Avenue, not far from International Boulevard. The man told police he was collecting cans in the area to earn some money when he heard a loud noise and realized he had been shot.
